Knowledge-Based Decision Support System for Emergency Management: The Pandemic Framework

Emergency management systems (EMS) assist emergency managers to resolve emergencies on hand, through analyzing the characteristics and consolidating data from different departments that are involved in resolving emergency. Many countries have adopted various forms of EMS specialized one type emergency, studies demonstrate their effectiveness producing better decisions. However, COVID-19 pandemic uncovered lack a comprehensive framework could deal with emergencies. It also revealed inability current communicate each other retrieve needed data. The aim this study is show state by constructing for knowledge-based decision support system focusing pandemics. Qualitative approach was research, where authors reviewed general pandemics specific. Existing were investigated, knowledgebased explored. Approaches integration, communication, collaboration studied. As result study, framework, i.e., departments, introduced. validated domain expert who provided insights suggestions future research. While primary research focus pandemic, proposed unique adopting approaches techniques enable not limited pandemic.
